Rather than trying to decipher people who are being remembered versus alive in the future while panning across multiple photos, why not have a photo album that's being paged through? I get that they didn't want dialogue to compete with the music for the montage, but each photo could have a caption or something. Donna and Dean fishing, [one of the girls who lived with Donna and Jody] graduates college, Garth and his kid doing something, the son driving the Impala, Sam graduating college, etc.
